@fniniel The adhesive needs to be something that remain tacky. I've read the monks that used to create illuminated manuscripts made a liquid out of honey & water & something else. They would paint it where they wanted the gold to be applied and then breathe their warm hot breath on the honey adhesive, & quickly stick the gold leaf to it. You can use spray adhesive, but obviously that doesn't work well for detailed areas. I couldn't say about "paper paste" or "rugby". Buy the leaf and experiment.
@fniniel Yes, I dry it for about 30 seconds with a hair dryer. When it's tacky to the touch, and not milky colored, it's ready for the gold leaf to be applied.

You can use shellac, or polyurethane clears without problems.
