Israel doesn't have a high civilian death toll because the government prepared bomb shelters and an early warning system for its citizens. Hamas doesn't care about preserving Palestinian lives. They're interested in exploiting them against Israel.

If you watch the raw footage of one of those aftermaths from a bombing by Israel, it's in a dense city and 20 civilians were killed, along with 1 Hamas member. That's unreasonable, why doesn't Israel carefully attack the enemies? Because they don't care.

No one makes a person fire a gun, only the person holding it. Even if a person holds a gun toward you, it would be wrong to retaliate with a missile shot from a helicopter killing the civilians as well, and I'm sure Hamas has no helicopter of there own to warrant airborne missile attacks.
