Not ALL experiments lead to progress but you cannot progress without trying. Secondly, a step backward in science is actrually a step forward. Doing an experiment that disproves a theory or hypothesis is in actruality a step forward.
If you consider a particular case of a step backward as a step forward, then you are right. But some experiments do lead to a step backward, you know, like the ones which you do not consider as a step forward!!
