I wouldn't call it sentient. Also, the T-virus doesn't reanimate people who have been dead for 4.5 years, who already had the T-virus, and no longer have a functioning brain. You have to have been alive or be freshly dead. Doesn't work that way. Learn your lore better.

If you actually watched the movie you would have noticed the fact that that mansion was an actual mansion, and people did not work there like they did in the game. In the game, the mansion incident occurred before RE1, as it did in the very beginning of the movie. The "mansion incident" was the fact that the virus leaked in the lab and everyone died and it also reached the mansion.
