Thanks for this sir. I searched for 30 mins on youtube looking for this kind of effect done easily, I only have Elements and was able to follow your instructions perfectly.
you have cs4 right? first do Select>Modify>Border and put 1 for the values. then hit Ctrl-Shift-i. now go back to Select>Modify>Border/Smooth/Expand/Contract/Feather. :) hope this helps

Stuuf like that should be done by applying the border effect to a mask attached to the image. I find your method a bit...akward
