@gtfoutbitch You have to reach a specific level in the game i think in order for the planes to load on the location.

why are all the planes lock in the other island (not san andreas) but the airplanes sitting outside and in side the hangers?

You forgot the Cropduster. Not the stuntplane, Cropduster. It only spawns in one place. By the oilfields. Just look for two houses together and then it spawns right there. No, the houses are not abandoned
