I have a cavalier king charles too and he makes similar noises when he's excited or anxious about something. I scratch behind his hears when he does it and he sounds like a jibber jabber :)
i got a cavalier and if he sees a cat but cant chase it he crys for it like a baby
and he does the same as this one
