1- Hemp does not make anyone "high." It has negligible amounts of canaboids.

2- What do you imagine that the government could do to americans that consume canaboid rich marijuana? In my experience marijuana is more of an eye opener.

Depends on how you spin and weave it, but yes, you can make it very similar to cotton with a little bit of effort. As a general rule though, all plant based fibers tend to feel the same when spun &woven the same.
