but in Heart Gold and Soul Silver, all 493 Pokemon are INCLUDED so once you own one, you can move it to the front of your party and it will follow you..

its a fact that you can OBTAIN all of the pokemon, whether it be through trade or captured in the game. Thats the point of completing the National Pokedex. You can eventually own EVERY pokemon through one way or another. And once you do, it can follow you if you want it to.
