That's installing drainage tile. The plastic pipe is perforated witch draws the water out of the soil into the pipe to drain it from the ground. There is a networks of pipe underground which are your laterals and mains, the mains get all the water from the laterals and dump it into a ditch, river/stream, ect.

And what are we doing? Making a sod farm? Laying some type of irrigation system for crops? Just making a way for water to get from one side of the field to the other without leaking into the ground? Or something entirely different?
