I think that the government would love to shut down Scientology, but they can't because of the constitution. They wanted to do it since scientology's creation, they probably want to do it more so now thanks to towns like Clearwater. They just can't. So to be PC, they have to say that Germany is wrong, but deep in the state department, they just wish they could make that move.
