This is a cool move. However i think that in a position such as this where you are facing your opponent the moment you throw your hand in his face he is going to move back. I like later in the clip where he closes the distance and grabs the chin from behind the neck immediately.
I've used this technique dozens of times on the street, though usually i've come up behind someone, which makes it even easier to pull off. Hook the chin, turn the head, drop them backwards, and subdue them from their. Wonderfully simple technique.
What I do is, when I get them to the ground, is keep them seated, with my knee behind their back.....they lose all leverage, and if I maintain head control, they can't get up or rollover. It's a good bargaining position.
i like to use this kind of take down in conjunction with an osoto-gari, but i have to release the hold once it goes to the ground because this neck crank is illegal in like every tournament on the planet

Well that technique isn't made for being used in a tournament, so dont use that if you want to win any fights in any style you compete in
