@CCAAASSSCCAAAA They are called the Van Allen Belts, and yes, that is the concept being shown here. Interestingly enough, the existence of the Van Allen Belts was not verified until 1958.
@CCAAASSSCCAAAA He made a deduction based on his understanding of the Bible. Other men of science in his day were equally convinced. (A majority of Scientists were still creationists in those days.)
He speaks here of Vahlain theory, a going theory at the time that the earth at one time had rings or belts around it. Note also his referal to centrifugal force. This is surprising because Newton had written debunking centrifugal force in the 1600s.
