From where I'm sitting attacking military targets with these tactics is guerilla action whereas putting civilians at risk or even deliberate targeting of civvies is terrorist action. All NATO forces have and still use guerilla tactics. The trouble is that when you're an occupying force you're the target, not the perpetrator of these attacks.

Anyways these guys were very very lucky that it was a small, 1 person sized ied. With a normal charge all guys on top would have been ripped apart instantly and be dead 98% sure. Aswell as the vehicle would be lifted or thrown sideways from the shockwave and initial blast.
