Sonic 2710 made a pt. He did do a rasen shuriken by mixing rasengan with wind element but has not used wind element alone. Maybe the justu with wind element could be like shinrai tensei blowing the person away. This is just a guess. I do not know how wind element can be used to be honest.

Each ninja at Chuunin rank and lower has at least one Nature Chakra that allows them to use Katon, Fuuton and etc. And above Chuunin (Special Jounin) and above you discover your Second and then If possible mix the two together. Just take a look at how hard it was on Naruto to create Fuuton Shuriken Rasengan.

I think you're wrong.Naruto has two chakras in him-his and fox's chakra.For him it's hard to concentrate because of that.sasuke,while he was a genin,learned the chidori in less than a month,and chidori is a devastating tehchique.I think it's only matter of pure concentration in order to learn hot to manipulate your nature chakra.

well.. i disagree, the shape manipulation is in this case fast speed rotation and high compression, where wind element is making things extremely sharp, thats why the fuuton rasen shuriken will be so extremely over powered,.. it combines the fast rotating explosion with the extremely sharp edges of the wind

Naruto says "Fuuton: Rasengan" because he was starting to fuse wind element with the rasengan, but he wasn't finished. It's not a normal rasengan, that's why the suiton tat Yamato used was greatly increased.
