Wow. I totally remember this clip! I was just reminiscing that, after announcments such as these, there was static which meant I was overdue for bedtime! I had no idea this was Jay Baker. Very cool.
Too funny -- I'd forgotten stations used to do that! and Jay Baker has become as much a part of Indy as the track -- i wanna say he's been on the radio as long as i can remember, but that'd make him sound realllly old, so maybe just as far back as when i was old enough to listen to q95 ;)

That sounded like Jay Baker, the one time Q-95 DJ and Bob and Tom Show regular. His alcoholism ruined his career, so I guess his WRTV sign-off is ironic.

I'm wondering if the Mormons did their own film to "America the Beautiful" - what KNBC aired on their sign-offs was a homemade affair. I reckon it would've been along the lines of this and their version of "The Star Spangled Banner," visual-wise.
WRTV's "6" logo at that time looked somewhat similar to the "b" in the ABC logo.
