Our village is trying to complete a Parish Plan. Part of this is a Travel Plan. Our local County Council is willing to do a traffic census for us at the cost of £1600. We've applied to the area committe for a grant of this amount. They have turned us down because the money would be paid to a coucil. Can you advise a way forward so we can complete this worthwill project.
