I think that guy with the blonde hair is the stig they hired to race in that top gear challenge. This is apparently because the guy that they have in the uk as the stig isn't familiar with the track they re filming at. So maybe this guy is someone who knows the track well and they drafted in to set the benchmark time. And i suppose the other stig with the helmet is just a stand in guy to film the "some say he's..." scene.

You are right about that. I have read a few places that it is not just one person but many talented drivers that wear the famous suit and helmet. On one episode Clarkson gave a shirt to one of the F1 drivers that ran the track in the reasonably priced car that said "I am the stig" but he warned him something to the effect of not to wear it around Michael Shumacker(sp?) because his colors aren't always red. After seeing Lewis Hamilton run a blazing fast lap in the rain he should be the Stig.
