So maybe the Locust, who are an ancient race, have to reach the surface now, as human interference with Imulsion somehow messed things up, perhaps created the Lambent. Most likely Adam Fenix knew about the Locust before the E-Day, and perhaps the queen was already mutated at the time. After all, the secret facility with the woman Ruth is also very old.

I'm not a 100% sure on Skorge being the father, but I'm pretty damn sure. As for Ruth being the queen, that's a fact. I know someone who knows someone. Ruth was an experiment who then became locust queen. Adam feels bad for her and all the other humans who now turned locust, so he quits the Cog and teams up with them. I believe that Adam decides to be one of them, hence Skorge. They're in the works of a third GOW, but it will probably be a while.
