Windows does still support telnet it is just not enabled by default.
Goto Turn Windows Features On or Off >> Telnet Client

Under all versions of Windows (Vista included) START:Programs:Accessories:Command Prompt then type telnet IP.IP.IP.IP

Really, I always try that but it never worked, so I don't know, either I'm just a complete loser or something is wrong with my laptop.... thanks though :D Or maybe I just keep getting the wrong IPs... xS
format: telnet 192.168.2.1 or telnet 192.168.2.1:50000 substitute correct IP:port port by default if left off is 23 / standard telnet port
