If not mistaken the tower was built early 80's and yes it was built that way . I used to live in Groom Tx. and drove past it every day for several yrs
the wind definately didn't do this to the tower. My family name is on the tower and it was actually built to lean. My husband helped bulid it. It was the home of the leaning tower truck stop that burned to the ground in ,oh...1987 I believe. The leaning tower was put there to do what it has just done...get your attention!

Oh also, that star up on top lights up around Christmastime. Groom used to turn it on every year from about Thanksgiving to Christmas. Maybe they don't anymore.
The Groom, Texas water tower has always leaned like that.
The reason it says "Britten, USA" on the side is because back years ago, when this stretch of highway was a part of Route 66, a man with the last name of Britten had a truck stop there. He bought this old water tower and had it set in the ground at an angle like that as a gimmick to draw customers.
There's a picture from the old days in a Route 66 picture book. I used to drive past here all the time back in the 1990s.

It was built with one leg shorter then the others. The wind blows here, but not that hard.
