It's there because that is the mark of where Peter the Apostle is buried. If you read what it says it marks his grave. It is built like that because now he watches us from Heaven.
I am so lucky, I was a VIP, I went as an altar boy last summer and I used to live in the seminary which is behind the vatican :)
