I have this problem very often, and it seems that the only way to get my bass drone to sound properly is to tap the top of it. I'm using easy strength EzeeDrone reeds in my drones. I haven't once been able to strike in my bass drone properly. My bagpipes are McCallum P1s, and they're a week old.
