The rocket is actually on the other side of the base, Dr. Magnusson just had lots of beans to calm his nerves before the battle and one of those idiot rebels just had to make him pop a vain, and you know Magnusson when he pops a vain... he sorta looses control of his muscles. Anyway, you can see the result was rather messy.

It's called Cyrillic, and if I remember correctly it was actually Ukrainian (or possibly a really old pre-revolution sign) as it used the character "I" which does not exist in modern Russian (though it does in Ukrainian). And Father Grigori seems more Polish to me. :P
