this for-jump he's talking about is basically a split-step, you do a hop, timed so that when you land, the shuttle is being hit, meaning that you can react a little bit faster. so, basically you will be ready for anything.. the little hop is just to get more explosivity, meaning you will react faster and can travel a little more distance if needed.
using this, it's not necessary to step over. IMHO everything is fine, as long you can travel the distance swiftly and effortlessly..

The right leg behind is to be a counter weight to the upper body weight going to the left... It is very close to some movement in Fencing.. If you don't do that you would have to use the muscle in your back (ouch) to come to the receiving postion..
Peter is showing the footwork to defend against a powerful smash right down the sideline.
Because it's powerful, you can't afford to lose precious time by crossing your right foot over to your left. So the "reverse lunge" is the quickest footwork to return a power smash to the side.
This also allows you to keep facing the net, which would be difficult if you bring your right work all the way over to your left.
If your opponent sends the shuttle and it drops a bit more in front of you, or at the net, then of course you have to cross your right leg in front of the left to bring it forward.
