I've studied this video several times and I've figured out how he does it: his body is jacked up.
Pause this video on a frame where he's standing. Check the lengths of his arms and legs. His arms are long and well developed. His legs are stumpy in comparison. His body proportions are reversed.
Less weight below the waist allows him to do things a long-legged person can't.

Yeah, He has underdeveloped legs due to a birth defect? or illness when he was young so they are short and light weight with little muscle tissue. Still an amazing dancer.
