Actually, FM-200 does displace oxygen, all gases do. FM-200 is designed to drop oxygen/carbon percentages to 8-13 % and choke the fire. Humans need 18% to stay conscious fire needs 24% to burn. If this was a FM-200 release the occupants of the room would most likely have not had the oppritunity to even get out. I believe this is a sapphire release, it is the only way this guys could have been in th room.

This is where your hold time comes into play. Sapphire also displaces oxygen, but only to a level where the fire should extinguish, still humans can still operate.
