I always got the impression that you were in the comet since "Hot Pants" or rather "Stan's The Man"; this is just meant to be the deepest and most crazy part right at the heart of it. Most of the game appears to be traversing the comets strange lands and overcoming the Goon Queens minions and contraptions.
This game seemed really scary when I first saw it. I was about 4 or 5 years old back then... Still, I remember it being really crazy and too hard for me back then.
