Drawing perfect circles is practical, especially for real artists. Instead of using a compass, it's much easier to do it freehand (allowing good proportions for drawing cartoons and anime).

Nice video, it gave me a laugh! However, practicing drawing circles freehands isn't necessarily a complete waste of time. People who draw a lot with pen and ink practice drawing freehand circles all the time along with tight parallel lines (hatching) and freehand straight lines. Drawing a perfect circle is by far the most difficult but still very useful as you won't necessarily have a compass or circle template handy all the time if you are carrying around your sketchbook.
