In this case, an imperfection (dust mote, or hair) on the ionizer's wire acts as a "pointy spot" for ionized materials to leap off of, or sputter ions into the surroundings. Good stuff! And very much like comets... Albeit, the mainstream doesn't necessarily recognize it as such.
A thought provoking experiment. More evidence for the glow discharge model of comets et al.
