I'm guess that's referring to the selection to choose from. When there's a larger pool of athletes to choose from, you're bound to find more skilled athletes.
That's one of the reasons why the bigger states in the US usually win more national championships in high school and college sports. The probability of finding a skilled athlete increases when there's more to choose from.

America, on the other hand, won 103 medals, which is only 1 medal per 2,884,000 Americans.

No, that's not what I'm saying at all.. But it's much more likely that by the end of the Olympics, the Chinese will have the most medals. If the US has more, or even if it has a few less, it means they are a better sporting nation than China, if you take population into account. Australia has finished in the top 5 medal-winning countries for the past 5 Olympics, yet we have just a fraction of the population of the US and China and therefore we should get more credit..
