LaGuardia is reading the Sunday comics of the NY Daily News. The Daily News was a Hearst paper which published their Sunday comics ahead of time so that you could pick them up at the newstand to find out what Dick Tracy was doing. I have heard the complete recording on this on "I Can Hear It Now," where he chides Police Commissioner Valentine on the NYC police being overweight. This clip shows the reactions of the kids as they listen to the radio. Truly great nostalgia.

@julichvyasdi - the times were not any more honest or noble than they are today. it's only that sometimes an upstanding figure appears who cuts through it all and shines. laguardia was one of them. (today he'd be vilified on FOX)
No..No other NYC mayor has been able to read the funnies on the radio or on tv to the kids during a NYC newspaper strike like Laguardia.
