Look at some of the text in the actual commercial: セガラリー(Sega Rally) and ¥5800 (5800 yen, yen = Japan) It's a bona fide Japanese commercial :)

The logo on the top right of the screen is Korean, but all the writing in the actual commercial is Japanese. Look at the green board @ 0:03 and look at the writing on the lamp in the vendors cart @ 0:04 and look at the red board @ 0:08 and look at the writing in the game it self under the word championship @ 0:22 . I think that this is definitely a Japanese commercial. Maybe it was broadcast in Korea too...or maybe the logo is from a free video converter? I don't know I cannot read Korean. :)
