This is a suggestion (not a particularly bright one), not a reality. The balloon you show is a concept - far from reality - the picture dates back to about 2000 & it still does not exist.

Spraying water from a ballloon would do nothing but make a few clouds. Such balloons have minimal lift capacity so cant carry bulk chemicals & cant go very high.

What is being proposed is putting more SO2 into the atmosphere but it is unnecessary as the Chinese are burning a lot of high sulphur coal.

It runs out of control, the natural cycle of equilibrium would be affected and hence, species including plants that make this planet habitable would be gone. I read about this in a national paper and had to laugh because I think they are wasting their money. If they used an aerofoil shaped balloon and flew it like a kite it would be more effective but it would still have the problem of having to lift a very strong rope/pipe a pipe that would have to withstands many thousands of atmospheres of pressure at it lower part. Also they have the problem of high wind & Electricity.

@elainepul Steam does not stop radiation. I'm not even sure what you mean by radiation. Do you mean cosmic radiation, ultraviolet, infrared or what? Unless I'm completely dumb, the only thing we perhaps should artificially pump upstairs is ozone. That's an idea I can warmly support. Adding anything else, particularly steam, would only disturb the delicate equilibrium our atmosphere has.
