It does not take as much energy to separate hydrogen and oxygen. You can get more energy out than you put in. This is the basis of the hydrogen bomb. A nuclear bomb gives off far more energy than you put in. If you claim that you need "as much" or "even more" energy to separate H2O than it produces then you should look for another job... It doesn't matter how you separate the hydrogen from the oxygen, it MUST take at least as much energy to break the bonds as you get by recombining them in the process of combustion. You don't need any more detail than this to know it's a scam. The 2nd Law of Thermodynamics still going strong after all these years.

Such endeavors are a waste of time. A breakthrough like that would probably be in the realm of sub-atomic physics brought on by linear accelerators or such, not stronger magnets or resonance of a water molecule, that's "ordinary" well understood physics.
