Kansas did not have a "right" to arms in its Constitution. Instead it had a "right" to participate in the (government approved--NOT privately formed) militia. The "Militia" in the KS Const. refers to that which was mustered by the governor. Not you or me.
This rewording made it an individual right for any lawful purpose--including forming a gun club or "rump" militia.
@falstoffe This passed? That clearly violates the 2nd Amendment if it outlaws militias. Government approved? I have to write the Gov to find out details.
