Do you mean, who has less health or the fact that most players tend to defeat Rahzar first? ...because I've played this game and beaten it a more then a few times and I've done it both ways defeat one or the other first. Also, when Rahzor is defeated be it first or last, you can hit his puppy form to make the dog yelp and whimper. It's mean, but animal cruelty even exists in TMNT.

I mean we have more chances to defeat Rahzar first. Tokka is better to evade the attacks than Rahzar.
