How in the hell is he closing those switches with the locks on them? What kind of dumb-ass LOTO system is in use here, anyway? I was going to say they had their locks on the wrong place, you can't lockout that Square-D switch there, but obviously they knew that. And that model transformer is always noisy, I hate them.

@evhgl87 when you put the contact with slow motion force on the lever, you have a slow action with your hand but in the internal of the switch, there is a contact on a spring loaded toggle who make the contact very very fast. It what make the sound your heard "clac".
If this is the same set up where I work the reason for having the second switch is your load, the first switch is just the main tie cell and you through that switch first so that there is no load once you energize the main bus.

Couple of questions:
Why the 2 switches on each end? Some sort of bus ties?
Was this a commissioning test? Why was it shut down after a few minutes?
That transformer didn't sound too happy when it took on some load.
