Nitrous oxide is 4 times more fat soluble than oxygen and thus is used as an aerosol propellant, if you still dont belive me, look up E942.

No, laughing gas is not a hallucinogenic, but it is closer to that than of which you've stated. It can make people laugh the first few times they use it, a) because they are expecting to laugh, and b) because it creates physical and unexpected euphoria.
