In 1978, the city attempted to serve a lawful eviction warrant on behalf of the neighbors not by raiding the MOVE house, but by attempting to talk them out. When the members would not exit the house, police ordered the peaceful removal of members. Their chosen method was to force members out by having the city's fire department pour water into the house over the course of several hours. It was at this time that MOVE members opened fire on fireman and police, fatally shooting Officer James Ramp.

Goode was the mayor at the time Move was bombed. The Move organization did not kill officer ramp, he was killed by the phila. police who proceded to cover it up and frame Move for political reasons. Forensics should have indicated what type of bullet was used & to match it up with a weapon or vice versa if the accual gun had been fired. To date, that information is listed as: Gun, Unkonwn type. The Goode administration failed to act because it was a black community, if it where the NE?
