quite easily. when you become a journeyman of marksman you gain the ability to zoom on on your target by holding the block button while drawing back your bow.

Its arguably the best bow in the game. Its called "Hatreds Soul." Finding it is a pain in the ass and i dont really remember where it is. Try and google it and i'm sure you'll get an answer

you find it in the Chorrol oblivion world. Behind the gate (when you enter oblivion) there is a leaning tower, and its in there with another weapon and potions etc. I forget how to get in there though, there is no door
