If this is the original recording of Monsoon then sadly, no, it ISN'T Tom. Bill said himself that his voice was the only one recorded on the Scream album. Tom no doubt sings vocals during concerts but even then he said in an interview that he rarely does so because it distracts him from playing his guitar piece. I know that I'm probably going to receive a lot of grief but even though I want it to be Tom SO badly the sad truth is that it's Bill.

He and Georg occasionally sing backup in studio-recorded songs, such as this one. You can hear him in "Stich ins Glück" as well.

There's a video dedicated to AND including Tom singing backup for Bill in studio in a few songs. Just search "Tom Kaulitz backup singing".

And, yes, Bill does sing his own backup. HOWEVER, in certain songs, Tom does it for him. Bill never said that every single TH song ever recorded only included his voice.
