That's not a levee, that's a T-wall supported by battered piles. Levees are made out of soil. T-walls are designed to overtop so that they don't absorb the extra energy from waves. Levees are better because they can deform and absorb the dynamic energy of a barge or something large impacting them. However they take up more of a foot print.

Okay, so what you have here is some storm surge, the levees are designed to have the water spill over the top... just not too much. And no most of new orleans is NOT above sea level... almost all of it is at least a little if not a lot below sea level. Same with Metairie, Kenner, and Chalmette. Only the areas immediately near the River are above. I live there, and i couldn't tell you why those how in the world a wall that looks less than a foot thick can hold back that water??

@thadd05 No, that is not really accurate. Most of New Orleans was built in drained marshland that by its very nature would be at sea level or below. LiDAR elevation surveys confirm that significant portions of the city, in particular those that flooded during Katrina, lie below the mean sea level.

A levee is basically a flood wall. They run along big bodies of water. Because here in Louisiana, there is A LOT of water. And it's most likely close on the cities. So that's how they keep the water from wiping out our cities. They have levees in other places but they usually have different names and built differently.
