It smooths the rail down i think, just so they can safely go faster. When they grind, the grind at very low speeds, and there are sparks that shoot out in all directions. Thats why they have those tank cars on the train, they haul water.
they grind a bevel on the inner edge of the track because the wheels are slightly rounded...grinding the edge makes both the wheels and the track last longer...they cut a 45 degree bevel at about 45mph...they can cut both edges at once
The railgrinder shown is stationed out of University Avenue, in St. Paul Minnesota. I'v e seen Loram crews working on it there before, and I toured it, it's a very interesting peice of equipment!
@CoasterManiak10 a rail grinder literally grinds the head of the rail back to an optimal contour prolonging rail life. It will remove superficial defects that can turn into major cracks or a broken rail.

takes defects out and increases fuel mileage for the locomotive by putting the profile back in the rail so less suface friction is generated
