EDF should focus resources on developing sound data, using established scientific principles,not on pushing useless,elaborate schemes like catch shares that treat public resource as a commodity for select few.
The difference between catch shares and a derby fishery is that catch shares is sustainable and derbies are not. Assuming the catch levels are set right (which is rare) fishermen often catch above, and sometimes well above, the catch limit under traditional management. Stock assessments improve dramatically under catch shares and fishermen tend to catch under the limit.
I have also conversed with fisherman and spoke to supporters of catch shares who have all said that many boats have gone out of business due to catch shares.
Ok, if a derby style fishery has a 200,000 lb quota , and catch shares sum up to 200,000 lbs, what the hell is the difference ? Same poundage harvested yearly ! No difference! As for fisherman fishing against each other, yes, its called knowledge and experience overrule, the way any other occupation works. The most knowledgeable are the most beneficial.
