it is by no way, any converted ballistic missile!! it is a dedicated launcher(PSLV) built from scratch. it is stupid u ask this question, bcaz ISRO's prowess in launching satellites(etc) is well known. it holds the record for the most number of satellites launched at once(11). it is also building a GSLV for the manned mission to be launched before 2015.
