@swanscoe I could be wrong but I think they're hinting at the fact that some mobsters are notorious for having family connections to help them with their crimes. For instance, mobsters often owned construction (in this case cement) companies because it was convenient when trying to hide a dead body to bury it in the foundation of a building like cement. Hence Frasier's building could have some of Gerome's business associates in the cement. But that's just my guess.

Just watch a couple of classic gangster films and you'll get it.
