the mexican revolution questline is the quest where u unlock blackwater, the actual mission is called "an appointed time" u unlock it after u kill de santa, then u kill all the osldiers with reyes then he tells u to go to blackwater hence u unlock the place the when u get all treasure ranks u get a deeper satchel(u can hold more stuffs)
