Cornell definitely does sound on and off. Especially as he gets older. But when you think about the extreme amount of stress he puts on his vocal cords, it makes sense. In Soundgarden and Audioslave Cornell is flat-out belting at least half of the time, and no matter how good you are that takes a toll on your voice. Plus, the older he gets, the worse his voice is going to be, and that's just the way it is, especially with vocal parts as extreme as his.
