The car is most likely from Sega's Outrun arcade, also developed by Virtua Fighter franchise developer, Sega-AM2. Although Akira Yuki is the protagonist / mascot of the Virtua Fighter series, he isn't a good driver, so Sega added Jacky Bryant, the second most-important character of the series, as well as the only racecar driver in the series. Akira Yuki was added as the special move, because again, he's the protagonist / mascot.
They could have had Virtua Cop or Streets of Rage characters show up in a cop car. Heck, the cop car from Streets of Rage 1 would make a great addition, since it was a special attack in that game, and would be a great fit for All Star Move. This game is fantastic. I really enjoy it. That said, where are Vectorman, Space Harrier, and Hornet? Those are all very viable characters. Vectorman can transform into various vehicles already, Harrier could easily play something like the Chu-Chu's or Opa Opa, and the Hornet is a no brainer. It can fight, so would it even need a driver? lol...They could have been creative and continued with the plan to have the Dwarf ride the chicken beast, therefore opening up Panzer Dragoon.
You even threw the anime in there as well, which I barely even see acknowledged anymore. It's a shame because it's actually pretty darn good.
I feel bad for anyone who doesn't know where Jacky and Akira are from, especially if they don't realize huge the impact a new VF would have in the industry back in the days.
@SestrenNK Perhaps it's because of the Sony PlayStation and Namco's Tekken series that stole Virtua Fighter's spotlight in North America. Namco took many things from Sega and created their own versions. They even took Sega's 1979 Head On, and created the 1980 Pac-Man arcade. The well-known AVGN made fun of VF's gravity engine by comparing it to the Moon's gravity.

Oh believe me, I am VERY well aware of that, and usually cringe just knowing people think it's backwards. Shoot, I've had people argue with me that Virtua Fighter wasn't the first 3D fighting game, thinking it was Toshinden instead (not Namco, but still). Poor VF.
@saizerboy As well as Sega-AM2. Perhaps the only Sega-AM2 title Yu Suzuki wasn't involved in the development of was Sega-AM2's first fighting game, Burning Rival, released a few months before Virtua Fighter 1.
